Ludhiana: The municipal corporation, which is joining the Centre’s carbon credit programme, has floated expression of interest to hire a project management consultant. The carbon credit project is aimed at reducing the emission of greenhouse gases. Officials believe that the civic body has the capacity to earn these carbon credits based on a few ongoing projects which reduce such emissions. MC officials said that cities like Delhi and Indore were already participating in the project, launched by the Govt of India, around two years ago.
Officials feel that the revenue generated through sale of carbon credits can be reinvested to enhance the city’s infrastructure and sustainability efforts. Therefore, the civic body wants to engage a project management consultant who will be responsible for conducting a comprehensive feasibility assessment of the projects’ potential to qualify for carbon trading, preparing a detailed project implementation plan (PIP), and managing the entire lifecycle of carbon credit issuance.
MC officials claimed that they were already undertaking projects, including bioremediation of legacy waste, centralised collection and processing of municipal solid waste, a compressed biogas plant (200 TPD), replacement of halogen bulb streetlights with LED lights to enhance energy efficiency, development of a green belt, and a sewage treatment plant.
They said that the consultant will help evaluate the feasibility of these projects to generate carbon credits, facilitate the entire life cycle of carbon credit issuance, including project registration, monitoring, verification, and issuance of carbon credits, and support the sale of carbon credits in compliance with timelines and regulations of voluntary carbon mitigation. MC executive engineer Balwinder Singh said, “We have taken the first step towards these carbon credits, and one consultant will help us achieve this goal. We will not pay this consultant anything; rather, the firm will give us a share from the carbon credits sold in the open market.”
Potential projects of MC
Remediation of legacy waste: Bioremediation of around 5 lakh MT legacy waste began in Oct 2022. The plant is currently operational in Jamalpur. The target is to process 27.20 lakh MT of waste and reclaim the entire land of 75 acres in the next 1-2 years
Centralised collection and processing of MSW: MCL is in the process of establishing integrated processing facilities with a total capacity of around 1,100 TPD. The project will generate 6MW waste to energy and bio CNG as the end product
LED street lighting: 1.20 lakh sodium lamps are being converted to LED
Green belt: Ludhiana is designated as a green area comprising mostly of green belts on the sides of roads and eco-friendly parks
Sewage treatment plant: Around 1,700 MLD of total capacity is installed, and new treatment plants are proposed
Compressed biogas plant: A 200 TPD CBG plant is being planned
